About IBAP The Brazilian Public Attorneyship Institute (Instituto Brasileiro de Advocacia Pública) was created in August 11th, 1994, by a group of Brazilian Public Attorneys who felt the need of showing Public Attorneyship as a Society Advocateship disconected of temporary political interests and ruled by constitutional principles such as legality, morality, impersonality and defense of public concerns. Public Attorneyship sometimes has been wrongly seen as governors advocateship. Some people see Public Attorneys in a wrong way, as if they were Government lawyers, the professionals who defend the City Major, the State Governor or the Republic Chairman, but this is not correct. Advocating for the people means to defend people's concerns. It means to struggle in and out of Tribunals for the community wishes and needs, always based on the Republic Constitution and Law Acts. A State is created to last forever but in a democracy its governments are always transitory. In this way, the Public Attorney has to obbey the legal and constitutional principles and rules, in order to protect a property that does not belong to one or some people, but to everyone. The Brazilian Public Attorneyship Institute is a civil non profitable association.Their members are State Attorneys and Public Defensors (People's Legal Aid Lawyers), who work in Republic, State and Cities Government institutions and Legislative Power lawyers. Our Statute says that we are joint in order to defend people's concerns, Human Rights and Access to Justice. The Brazilian Public Attorneyship Institute tries to contribute to the construction of Social Justice and a powerful Public Attorneyship.
